Dwight DaCosta has 30 years of experience working within the energy sector in Jamaica and the Eastern Caribbean. He is currently engaged with HDF Energy Caribbean as the Business Developer for the Northern Caribbean. HDF Energy Caribbean is the Caribbean subsidiary of the French Company, Hydrogene de France (HDF) Energy and is based in Barbados. They specialize in providing flexible and dependable baseload generation solutions using stored hydrogen produced from intermittent renewable energy plants powered by solar and wind and are pioneers in this technology across the world. They are leading the development of the Caribbean green hydrogen economy.

Immediately before joining HDF Energy Caribbean, Mr. Dacosta was engaged as a consultant to the Ministry of Science, Energy and Technology (MSET) in Jamaica as part of its Integrated Resource Plan (IRP) development team. In the role of Generating Technology and Production Cost Expert, he supported MSET’s initiative to deliver the first Integrated Resource Plan (IRP) for Jamaica. This involved providing technical guidance to MSET in its coordinating efforts with the key stakeholders, primarily the Jamaica Public Service Company (JPS), the electric utility, and the Office of Utilities Regulation (OUR), in their initiative to develop and implement a generation planning model (PLEXOS) and using that model to define the future generation needs for Jamaica.

In his former roles at JPS, he led the technical (planning, design, operations, regulation) and financial (project financing, contract negotiations and contract management) aspects of business functions for the company. As a lead member of the USAID sponsored, Caribbean Clean Energy Program (CARCEP), he has successfully worked with governments, regulators, utilities, educational and financial institutions and donors in Jamaica and other Caribbean countries to support, policy, legal and regulatory reform, energy efficiency, renewable energy financing and development, and training.

Mr. DaCosta has both a Bachelor of Science in Electrical Engineering with specialization in Power System and a Masters in Energy Systems from the University of the West Indies. He also has a Professional Masters in Business Administration (PMBA) from Florida International University (FIU) and is certified by the Association of Energy Engineers (AEE) as a Certified Energy Manager (CEM).
